Introduction

To protect what makes Burleigh Heads special, we need to renew the seawall, that sits beneath the sand between Justins Park and Mowbray Park, so it can continue to protect the foreshore against erosion into the future.

At the same time, much of the foreshore infrastructure is ageing and needs upgrading, and population growth is increasing the demand for more open space. So, we are planning upgrades across Justins Park, Mowbray Park, John Laws Park and Rudd Park enhancing safety, accessibility and amenity for locals and visitors alike.

In 2021, we consulted with the community on early concepts for the Burleigh foreshore upgrades. You can read about the Burleigh Heads Place Making Plan consultation and the findings here. Current planning supports what you told us in the 2021 consultation.

This survey will outline the proposed changes and give you the chance to share your thoughts, helping to guide aspects of the design and ensure upgrades reflect community priorities.

Burleigh Hill 

Planned improvements at Burleigh Hill include:

  • Relocating the carpark at the top of Burleigh Hill to Goodwin Terrace and Rudd Park to create more open space for community use (no reduction of parking spaces in the precinct).
  • Installing a roundabout at the top of the hill to improve traffic flow in the area.
  • Improving pedestrian connections with dedicated footpaths.
  • Upgrading the picnic shelter in the existing location.
  • Retaining the surf monument.
  • Improving safety by installing CCTV and more lighting.
  • Providing varied shaded seating options.


These options are designed to return the area to a more natural state and create more open space for people in a prime vantage point.
