Consultation has concluded

Thank you to everyone who provided feedback on the draft concept plan for the revitalisation of Greenmount Headland. 

Why is Council revitalising Greenmount Headland?

Many of the structures at Greenmount Headland are getting older and need to be replaced to keep our community safe. The revitalisation of these important community assets will ensure a more enjoyable and accessible space for everyone, whether you’re there for a relaxing visit or some outdoor fun, while also making sure the spaces are resilient and vibrant for the future.

Community feedback

From 12 November - 3 December 2024, we sought comments and feedback from the community on our draft concept plan both face-to-face and online. We achieved: 

  • Over 630 survey responses
  • 28 ideas posted to our ideas board 
  • 3 pop-up sessions on the Rainbow Bay Foreshore, that resulted in over 360 conversations with people in the community
  • Meetings with key stakeholders

What you told us

We are now working through the responses received in the online survey and will provide outcomes from this survey in the coming months. Initial takeaways from the data include:

  • A preference for natural materials.
  • A desire to protect the existing environment.
  • A desire to improve safety around the headland.
  • A desire to keep the design low maintenance. 
  • A preference to not 'overdo' the design, and to keep it in line with the existing character. 
  • To enforce cyclists, e-bikes and e-scooters to dismount on the Headland.
  • A desire to improve overall accessibility for our whole community. 
  • To include less concrete in the design.
  • To create places to comfortably enjoy the stunning views. 

All of this information will assist us in refining a design for Greenmount Headland that reflects local aspirations and delivers a more enjoyable, accessible and resilience space for everyone.

    We are planning to revitalise the iconic Greenmount Headland, to protect and enhance the natural environment of this beautiful area to ensure it can be enjoyed by locals and visitors both now and into the future.

    Why are we revitalising Greenmount Headland?

    Many of the structures at Greenmount Headland are getting older and need to be replaced to keep our community safe. The revitalisation of these important community assets will ensure a more enjoyable and accessible space for everyone, whether you’re there for a relaxing visit or some outdoor fun, while also making sure the spaces are resilient and vibrant for the future.

    Earlier this year, we asked the community to provide their ideas for how we can improve the Greenmount Headland. Your feedback and ideas created an excellent foundation for the development of a draft concept plan.

    We heard you would like to see:

    • Pathway improvements – wider paths and improved accessibility for wheelchairs and prams.
    • Enhanced safety – future designs to address path share and safety issues with people on bikes and e-scooters.
    • Improved facilities – seating, and toilet and shower amenities.
    • Environmental considerations – maintain the natural beauty of the headland and use sustainable and eco-friendly design.
    • Security – increased lighting, especially at night.

    We incorporated your ideas into our designs for the future of the headland. Now we’re seeking your feedback on these draft designs.

    Have your say

    We want you to have your say on our proposed improvements to the Headland. These include improved viewing spaces, better accessibility, and the long-term preservation of the scenic landscape to ensure it can be enjoyed by future generations.

    • sharing your thoughts on the ideas board - a space for you to post comments and ideas about Headland, or
    • talking to the team at one of the face-to-face pop-up sessions on the Rainbow Bay foreshore.

  • May 2024 - Priorities for Greenmount Headland

    We sought community feedback via a survey to understand the priorities for Greenmount Headland. The survey was promoted via letterbox drops and a community pop-up at Pat Fagan Park. We received 233 survey responses.

    The community’s focus for improvements were:

    Pathway improvements – wider paths and improved accessibility for wheelchairs and prams

    Enhanced safety – future designs to address path share and safety issues with people on bikes and e-scooters

    Improved facilities – seating, picnic areas and toilet and shower amenities

    Environmental considerations – maintain the natural beauty of the headland and use sustainable and eco-friendly design

    Security – increased lighting, especially at night, and enhanced security measures such as CCTV

    • To have improved facilities, view points, seating and accessways.

    • To better experience the natural beauty of the headland.

    • To feel safer in this area during the day and night.


    How the community uses Greenmount headland


    • 24% - Walking

    • 18% - Watching the surf

    • 17% - Relaxing or taking in the view

    • 16% - Running or exercise

    • 11% - Swimming

    • 8% - Surfing

    • 4% - Cycling

    • 2% - Watching major events


    Overall, the feedback underscores the community's desire for a balanced approach that enhances accessibility, safety, facilities and environmental sustainability while maintaining the natural charm of Greenmount headland.

    • Improved viewing space to enjoy the natural beauty of Rainbow Bay and Coolangatta

    • Improved public safety and accessibility for mobility impaired, elderly users, and parents with prams
