Introduction

The City of Gold Coast (City) is preparing for significant growth, with the city's population projected to exceed one million people by 2046. Over the next 20 years, the City anticipates welcoming approximately 388,300 new residents, requiring 185,000 additional homes and 173,800 new jobs.

The Local Growth Management Strategy – In Principle Version (March 2026) (LGMS) provides the City’s proposed long-term approach to planning for this growth. It sets the overall direction for where and how housing and jobs could be accommodated over time to support different household needs, improve housing choice, and make better use of existing infrastructure and services.

The Local Growth Management Strategy (LGMS) – In Principle Version (March 2026) is a document that provides a simple and clear direction to make smart planning choices today that protects the city we love tomorrow. It provides direction on where and how the City proposes to prioritise planning for growth and guides long-term decisions about housing, infrastructure and land use. It does not regulate development or determine specific zoning, building heights or development outcomes.
