Yatala Enterprise Area Industry Amendment

Consultation has concluded

The Yatala/Stapylton Enterprise Area is the largest industrial area on the Gold Coast.

Although there are only a small number of High impact industry areas on the Gold Coast, they make a significant contribution to the economy and play a pivotal role in the industrial supply chain. High impact industry requires appropriately located land to function effectively and avoid impacts on sensitive uses such as residential.

This Amendment recognises the longer-term need to protect High impact industry zoned land in the Yatala/Stapylton Enterprise Area from encroachment by proposing consolidation of High impact industry zoned areas to the eastern side of the M1.

To achieve this consolidation, it is proposed to rezone 53 properties currently within the Medium impact industry zone (including 4 properties within the Future medium impact industry precinct) on the eastern side of the M1, to the High impact industry zone or High impact industry zone – Future high impact industry precinct (where currently located within the precinct). The Amendment also introduces strengthened City Plan provisions to restrict low impacting land uses from using scarce High impact industry zoned land.

Conversely, there are 68 properties zoned as High impact industry (including 7 properties within the Future high impact industry precinct) on the western side of the M1, that are proposed to be rezoned to Medium impact industry zone or Medium impact industry zone - Future medium impact industry precinct (where currently located within the precinct).

As a result of these proposed amendments changes are required to the Industry interface area (a buffer area to separate industrial areas and sensitive uses) as shown on the Industry, community infrastructure and agricultural land interface area overlay map.

This amendment also seeks to update zoning for a City owned site at 396 Stanmore Road, Yatala from Low impact industry zone (Future low impact industry precinct) to a combination of a new Innovation zone (Gold Coast screen industry precinct) and Open space zone to support screen industry. The screen sector currently contributes $513 million per year to the Gold Coast economy through direct and indirect expenditure.

  • Is there a listing or map of the properties that are proposed to have zoning changes? How would changes to zoning affect existing businesses in those locations?

    The maps showing the proposed zone changes are located in the ‘important documents’ section on this page. This is positioned either to the right or bottom of screen, depending on your device. 

     

    The proposed amendment does not affect existing high impact industry land uses operating with a current development approval. These businesses can continue to operate in accordance with their approval. The proposed change to zoning is intended to direct new high impacting uses to the eastern side of the M1 to maximise separation from residential areas on the western side of the M1. 

  • Why would the GC City introduce strengthened City Plan provisions to restrict low impacting land uses from using scarce High impact industry zoned land? Industry is important, but why prioritize pushing existing low impact residential and small business out of the area?

    High impact industry areas on the Gold Coast make a significant contribution to the economy and play a pivotal role in the industrial supply chain. High impact industry land uses require land that is well separated from land zoned for sensitive uses (such as residential) in order to minimise impacts and ensure they can function effectively. The locations suitable for high impact industry land uses in this city are scarce. If used for low impact industry activities, this leads to an underutilisation of this scarce resource and a reduction of available land suitable for high impact industry. 

    The majority of industry lands in the City are zoned for low and medium impact industry and are more appropriate locations to locate low and medium impact industry activities. The Yatala-Stapylton area will continue to provide a range of low, medium and high impact industry zoning to support the wide range of industrial activities sought in this area.

    The City Plan does not affect existing lawful land uses. It only applies to new development. 

  • Are there any plans to build a train station in this area? Ormeau residents (near Norfolk Tavern) on Western side of M1 don’t have close access to a train station. There is a huge gap between so called Ormeau Station and Beenleigh station. Now with the industrial growth on Eastern side of M1 (Burnside Road area), the case seems to be very strong for a new train station to be built close to Burnside road, to service the industrial area as well as residents of Ormeau.     Thank you for your enquiry, rail planning is a responsibility of the State government. There are currently three new stations planned along the Gold Coast line at Pimpama, Hope Island and Merrimac.   • What about the dangerous roundabout namely exit 38 All very well all these new businesses if nothing is done about the exit it is a nightmare for residents as well as commerce

    The City acknowledges the intersection at exit 38 (including roundabouts) is under strain, and as the area continues to develop, will be subjected to further pressure. The intersection is under State government control, who in November 2018, approved a business case for its upgrade.   • What are you doing to protect and conserve the ecology of the Albert river; when discussing the update zoning for a City owned site at 396 Stanmore Road?

    The environmental matters which would need to be considered by any proposed development on 396 Stanmore Road are not proposed to change as part of this amendment. In relation to waterways such as the Albert River, the City Plan’s Environmental significance – wetlands and waterways overlay would continue to apply. Among other things, this overlay seeks to ensure appropriate responses, including buffers, are provided to protect all wetlands and waterways of environmental significance.

    In addition, the proposed zoning changes for the site were developed based on a detailed analysis of the site’s opportunities and constraints. This has resulted in a significantly increased area of land included in the open space zone, particularly around the Albert River and identified waterways within the site. Further details on this analysis are available in the agenda for the 826th Planning and Environment Committee which is available here (see pp.567- 590).
