  • Stage 3 Concept Plan Update

    December 2024

    In 2022 City officers consulted with property owners fronting Napper Road. The purpose of this consultation was to obtain feedback on the Draft Concept Plan. Further work was also undertaken to resolve some remaining technical planning assessments of this area prior to the finalisation of the Draft Preferred Concept Plan.

    In December 2024, Council endorsed the Preferred Concept Plan for the Parkwood Investigation Area. Please refer to the Council report and confirmed minutes Parkwood Investigation Area 2024



    Next Steps

    The step for the project is to incorporate the Preferred Concept Plan into the new Planning Scheme. Further community consultation opportunities will be available as part of the State statutory plan making process under the Queensland Planning Act 2016.

  • Stage 3 Concept Plan

    December 2021

    • Project updates of the Parkwood Investigation Area were presented to Planning and Environment Committee on 9 September 2021 and on 1 December 2021. Targeted landowner engagement for the Napper Road fronting properties is to be undertaken in March 2022.
    • A number of technical assessments for the local planning project have progressed, including: ecological assessment, site context and urban design assessment and land use and built form assessment, have guided the development of two scenarios. Feasibility testing of the two scenarios has been undertaken by City officers to ensure the proposed outcomes could be delivered and was a consideration in finalising the Parkwood Investigation Area Draft Preferred Concept Plan.
    • Upon completion of the feasibility assessment, a Parkwood Investigation Area Draft Preferred Concept Plan was endorsed by Council on 3 December 2021 to undertake tailored community engagement with the Napper Road fronting property owners. The outcomes of this community engagement will assist in preparing a final concept plan for Council endorsement and as a basis for a future City Plan amendment. However, there are a number of technical items that also require additional information prior to the drafting of any City Plan amendment.
    • A full report of the progress of the Parkwood Investigation Area was presented to Planning and Environment Committee on 9 September 2021. Further updates were provided to Planning and Environment Committee on 1 December 2021.
