Neighbourhood Framework Broadbeach to Burleigh Heads Corridor

Through the development of the Neighbourhood Framework Broadbeach to Burleigh Heads Corridor (Framework), the City of Gold Coast (City) is committed to planning for our ever-growing neighbourhoods, while maintaining the unique character of the areas we love.

The Gold Coast Light Rail Stage 3 (GCLRS3) from Broadbeach to Burleigh Heads has the potential to offer significant neighbourhood benefits to accompany growth. GCLRS3 will deliver a 6.7km extension south of the existing tram network at Broadbeach South to Burleigh Heads, providing eight additional stations.

To ensure the surrounding neighbourhoods continue to thrive into the future, a guiding Framework is required to support city growth benchmarks, help realise the benefits of the growing area, and to make the area a better place to live, work and visit. A Draft Framework has been compiled by the City, informed by research to date.

The next phase of the process is to seek community feedback on the Draft Framework. Survey feedback will help shape the direction of the Framework in alignment with community priorities.

Upholding the unique character of the Broadbeach to Burleigh Heads corridor, the completed Framework will capture the community's values and priorities and guide planning for the delivery of housing, employment, transport, open spaces and public amenity.

Feedback not directly related to the Framework will not be included in the survey outcomes.

  • Neighbourhood Framework (Broadbeach to Burleigh Heads) project update 1

    In June 2021, we invited the community to provide feedback on the draft Neighbourhood Framework (Broadbeach to Burleigh Heads corridor). Thank you to everybody who participated in this process.

    The citywide survey results have informed the finalisation of the Neighbourhood Framework (Broadbeach to Burleigh Heads) which has now been published.

    Nobby Beach / Miami and Christine Avenue / Second Avenue station neighbourhoods were overwhelmingly supported by the survey respondents as the first sequence of station neighbourhoods to undergo more detailed concept planning.

    The City also received 93 expressions of interest to participate on the Community Reference Groups for these station neighbourhoods. On 31 August Council endorsed 18 community representatives for each Community Reference Group.

    We are now working closely with these Community Reference Groups to help prepare draft Concept Plans for each of these Station Neighbourhoods.

    These Concept Plans will seek to reflect the vision for the corridor and the station neighbourhoods and identify community and stakeholder priorities. The citywide survey results will inform these outcomes to reflect broader community views.

    Once completed, and endorsed by Council, the Concept Plans will form the basis for a Gold Coast City Plan amendment.
