Neighbourhood Framework Broadbeach to Burleigh Heads Corridor

Through the development of the Neighbourhood Framework Broadbeach to Burleigh Heads Corridor (Framework), the City of Gold Coast (City) is committed to planning for our ever-growing neighbourhoods, while maintaining the unique character of the areas we love.

The Gold Coast Light Rail Stage 3 (GCLRS3) from Broadbeach to Burleigh Heads has the potential to offer significant neighbourhood benefits to accompany growth. GCLRS3 will deliver a 6.7km extension south of the existing tram network at Broadbeach South to Burleigh Heads, providing eight additional stations.

To ensure the surrounding neighbourhoods continue to thrive into the future, a guiding Framework is required to support city growth benchmarks, help realise the benefits of the growing area, and to make the area a better place to live, work and visit. A Draft Framework has been compiled by the City, informed by research to date.

The next phase of the process is to seek community feedback on the Draft Framework. Survey feedback will help shape the direction of the Framework in alignment with community priorities.

  • As much as possible, will you be greening (with grass or suitable low shrub) the space between and either side of the actual the tram tracks, since this seems proven viable in other national and international examples, and in-line with your 'coastal environs-natural features' principles in the framework?

    The Neighbourhood Framework is a separate Council-led project that focuses on land use planning in the Broadbeach to Burleigh Heads corridor. This will be delivered alongside the light rail. The Framework considers the interface between, but does not include, the Queensland Government’s Light Rail Stage 3 project, and aims for the best possible outcomes for the Station Neighbourhoods within the corridor. 

    The Queensland Government’s Light Rail Stage 3 project covers the area in and around the rail line itself.  A competitive tender process is currently underway to appoint a construction contractor to carry out the works.

  • Is the light rail going to follow the current pacific highway to Burleigh??

    Stage 3 of the light rail will extend south of the existing network, with the route following the Gold Coast Highway from the Broadbeach South Station to Burleigh Heads.

  • What effect is the light rail going to have on the already congested pacific highway

    Light rail has transformed public transport and how people move across the Gold Coast. This transformational infrastructure has helped create an integrated multi-modal network that connects people and places.

     Benefits of light rail include:

    • Reduces travel time
    • Contributes to regional growth
    • Increases capacity
    • Improves network efficiency
    • Reduces peak hour congestion 


    Road network upgrades are being delivered across the Gold Coast, including the Pacific Motorway M1 Varsity Lakes to Tugun (VL2T) project which is currently under construction. This project features widening 10km of the M1 from 2 to a minimum 3 lanes in both directions between Varsity Lakes and Tugun and includes improvements to the road alignment.   • What is the relationship between this and the Targeted Growth Area process? Will this inform how targeted growth is to occur between Broadbeach and Burleigh which has been identified for a long-time now and which I would have thought has already had a large body of work undertaken, including engagement with State planning counterparts?

    The South East Queensland Regional Plan (ShapingSEQ) sets dwelling supply benchmarks for the Expansion and Consolidation areas which inform City Plan policy. The benchmarks set a 2041 vision for the Gold Coast’s population to increase by 57 percent. This will result in the need for an additional 158,900 dwellings over the 2016-2041 period. Eighty percent (80%) or 127,900 of new dwellings are planned to be accommodate in the City’s Consolidation area. The suburbs of Southport West, Labrador and Bigger Waters and those in the Neighbourhood Framework Broadbeach to Burleigh Heads corridor are in the City’s Consolidation area.

    The City will continue undertake localised land use planning activities to assist in delivering the dwelling and employment benchmarks set by ShapingSEQ.  This will support the objective of ShapingSEQ to avoiding the continual expansion of urban areas by increasing densities in and around locations in the City's Consolidate area that have access to employment, public transport and services such as health and education.

    The Neighbourhood Framework is ongoing body of work in the corridor. The draft Neighbourhood Framework is the combination of background and technical research undertaken to date by the City.

  • You have put a draft framework in place. Then you have developed a glossy brochure and formatted the questions wanting public support for your plan based on very little provided information. Do you think this is ethical?

    The brochure provided to residents, property owners and businesses in the Broadbeach to Burleigh Heads corridor provides a summary of the draft Neighbourhood Framework (Framework). The full Framework document is available to download via the GC Have Your Say ‘Neighbourhood Framework Broadbeach to Burleigh Heads’ project page.     The survey is being conducted to gain insight into the community’s views, values and vision for the corridor, with the results being used to guide changes to finalise the Framework. Results from the survey will also be used to inform later steps in the planning process, including to help to guide and focus Station Neighbourhood Community Reference Group discussions.

    Currently in draft form, the Framework document has been compiled by the City, informed by research to date. It is important for the Framework to be developed with the community to reflect their aspirations for the Broadbeach to Burleigh Heads corridor, therefore the Framework will remain in draft form until community feedback is incorporated. Once the draft is finalised, it will go back to Council for endorsement. The Framework will then be used to guide the direction of future planning, including potential future amendments to the City Plan.

  • Why is palm beach being developed with no. That’s right NO green area around buildings and inadequate parking?

    The City Plan, like all other planning schemes in Queensland, is performance based. This approach to planning gives the flexibility to allow development outcomes that cannot always be foreshadowed. The City Plan is structured as having Acceptable outcomes (which provide quantifiable measures), as well as Performance outcomes and Overall outcomes (which explain the qualities sought by the provisions through various qualitative statements). To comply with a code, development proposals can meet either the Acceptable outcomes, Performance outcomes or Overall outcomes. 

    The assessment of proposed number of car parking spaces is required to demonstrate how supply meets the needs of the development. The off-street car parking rates in the Transport code will apply differently in certain areas based on proximity to centres and public transport. This provides an appropriate balance between the supply of off-street car parking and the reduced need to travel by car in these locations.

    Landscaping is assessed against the relevant provisions within City Plan. For example, the zone codes include minimum setback and site cover assessment benchmarks relating to built form and landscaping outcomes. Alternatives to the minimum requirements may be supported, providing it can still demonstrate an appropriate balance between built form and landscape areas.

  • This project ,already funded by the Qld State & Federal Government is supposed to be shovel ready by December 2020. Contract was supposed to by signed by the preferred tender ( J.W.Holland) until the Qld Govt. intoduced a furphy..best business practice policy adding $106 million to the cost. Even then the Ferderal govt has thrown in another $126 million to cover the cost. Why is it not going ahead NOW? This survey has already been done and dusted. Has the Qld state govt. run out of money??? What is the financial blow going to be in 2023.

    This project focuses on land use planning in the Broadbeach to Burleigh Heads corridor, which will be delivered alongside light rail. The Framework considers the interface between these projects, to aim for the best possible outcomes for the corridor and the station neighbourhoods within.
