Burleigh Heads Foreshore Revitalisation Project

We're planning essential upgrades to the foreshore including at Justins Park, Mowbray Park, John Laws Park and Rudd Park.
The Burleigh Heads foreshore is one of Gold Coast’s most iconic destinations, valued for its world-famous surf break, natural parklands and iconic coastal character.
A buried seawall between Justins Park and Mowbray Park has been protecting the Burleigh Heads foreshore for 40 years. A recent investigation of this seawall has showed that a full reconstruction of the wall is required to ensure the foreshore remains protected in the future. At the same time, much of the foreshore infrastructure is ageing and needs upgrading, and population growth is increasing the demand for more open space and recreational facilities.
We know how special the Burleigh Heads foreshore is to locals and visitors alike. This is why we are planning to revitalise the entire Burleigh Heads foreshore with improved and more accessible facilities whilst preserving its unique coastal character. This planned work supports the Burleigh Heads Place Making Plan, which was finalised in 2023.

Community Consultation
Community consultation was undertaken between 3 February and 3 March 2026 to gather feedback on concept designs for key locations across the foreshore, including:
- Burleigh Hill
- John Laws Park and Burleigh Pavilion Plaza
- Justins and Mowbray Park
- Rudd Park
- Burleigh Heads Seawall Renewal
The consultation has now concluded.
What we heard:
Feedback received from residents, visitors, stakeholders and user groups highlighted several consistent themes:
- Strong support for rebuilding the seawall and protecting the foreshore.
- Strong support for improvements to Justins Park and Mowbray Park.
- A desire to protect the area's natural character, green space and coastal identity.
- Ongoing concerns regarding parking, traffic and access within the precinct.
- Strong support for improved walking and cycling connections.
- Preference for lower-impact improvements at Rudd Park.
- The proposed public swimming lagoon did not receive sufficient community support to proceed.

How feedback is informing the project
Community feedback highlighted broad support for renewing ageing infrastructure, protecting the foreshore and retaining Burleigh Heads' unique coastal character. These insights are helping to shape the refinement of the concept designs.
Proposed upgrades:
- Rebuilding the seawall between Justins and Mowbray Park to ensure that it continues to act as a last line of defence for this much-loved foreshore. Learn more about the renewal of the Burleigh Heads Seawall.
- Improving public safety within the precinct by expanding the amount CCTV coverage.
- Widening and improving the alignment of the Oceanway for improved user safety.
- Revitalising the foreshore area along Justins Park, delivering a new pedestrian promenade with seating under the existing Norfolk Pines for people to enjoy the foreshore in the shade.
- Providing more open space in the prime location on Burleigh Headland to better view the surf break and city skyline by relocating car parking to Goodwin Terrace and Rudd Park. There will be no reduction in carparks within the precinct.
- Upgrading play spaces, picnic and BBQ facilities, lighting and public amenities across the foreshore.
What happens next?
The project is now progressing through concept design refinement, technical investigations and detailed planning. The community feedback will continue to be considered alongside environmental, engineering, operational and financial requirements as the project advances.
Updated concept plans are anticipated to be available in 2027. Community members who registered for project updates will continue to be informed as key project milestones are reached. We thank everyone who participated in the consultation and contributed feedback to help shape the future of the Burleigh Heads foreshore.
