What does the project aim to achieve?
This project will provide essential upgrades to the foreshore at Justins Park, Mowbray Park, John Laws Park and Rudd Park, enhancing safety, accessibility, and amenity across the parklands for the community and visitors to enjoy.
What community engagement has taken place to date?
We conducted community consultation in May 2021 to seek feedback on the draft Burleigh Heads Place Making Plan. The feedback helped inform the Burleigh Heads Place Making Plan, developed with short, medium and long-term project aspirations.
The Burleigh Hill proposal received 62% support. In response to feedback the following changes are proposed to the concept:
Will there be loss in car parking across the precinct?
No. There will be no reduction of car parks. All car parks moved from the top of the hill and in front of the Burleigh Pavilion will be relocated along Goodwin Terrace and within Rudd Park.
Will there be any proposed tree and vegetation removal as part of the project?
Yes, there will be vegetation removal required to facilitate rebuilding of the seawall and car parking changes. Wherever possible, trees will be relocated, and any that can’t be replanted will be replaced with new planting. The heritage listed Norfolk Pines will be retained and protected.
Can the designs change?
Yes. Designs may change in response to technical investigations, environmental assessments, community feedback and funding.
Will the beach be closed during construction?
No. For safety reasons some areas of the beach will be temporarily fenced off during the seawall renewal construction, but there will always be public access to the beach during construction.
When will construction start and how long will it take?
Construction is expected to commence in 2028-29. A phased construction approach will reduce disruption and maintain beach access throughout.
Will there be access to the restaurants along the foreshore?
Yes. We will work to maintain access and minimise disruption to pedestrians, cyclists and beach users. Any temporary changes to access will be clearly communicated in advance.
How is this revitalisation project being funded?
This project is funded by the City of Gold Coast. New and upgrade works will be partly funded from levied infrastructure charges in accordance with the Local Government Infrastructure Plan. Following community engagement, the concept design will be developed and a detailed cost estimate provided to Council for future budget consideration.
Why are you upgrading the public facilities across the precinct?
Existing facilities, including shelters, BBQs, and furniture are very popular and used extensively throughout the year. Many are nearing their end of service life and are in poor condition. Upgrading these facilities will improve functionality, accessibility and comfort for park users.
Will there be access to the foreshore?
Yes, access to the foreshore will be maintained. We will work to minimise disruption to pedestrians, cyclists and beach users. Any temporary changes to access will be clearly communicated in advance.
