Planning for the future of our city

The Gold Coast is one the fastest growing cities in Australia. To ensure we can meet the needs of our current and future residents, we are undertaking long-term strategic planning across the city.

Following an initial study to identify the city’s priority investigation areas, the City engaged with local residents in Oxenford to understand the support for future growth within the Oxenford Investigation Area.

Seventy per cent of residential properties from within area responded, with residents supporting investigation of growth opportunities in the future. Read the full engagement report.

We have progressed with further planning and are preparing to engage with the community again in early 2022 to inform residents of the sequence of future concept planning activities and seek feedback on the Draft Preferred Concept Plan (Riversdale A Precinct).

  • Why do the Oxenford Investigation Area ‘Land Use Opportunities and Constraints Map’ and the community meeting presentation slide on ‘Waterway and Stormwater Corridors’ show different areas of land affected by flooding?

    The Oxenford Investigation Area ‘Land Use Opportunities and Constraints Map’ is not a Council endorsed plan for the area. The map shows conceptually constraints and opportunities, pulling together the key points from investigation area studies and frequently asked questions.

    The community meeting presentation slide for ‘Waterway and Stormwater Corridors’ shows land affected by a 1 in 100 year flood event. This area is aligned with the Flood overlay map in the most recent City Plan Version 6 (effective on 20 September 2018). 

    To ensure that the community has the most accurate information available to make an informed decision, a new version (Revision A) of the Oxenford Investigation Area Land use opportunities and constraints map has been uploaded to the website to align with the City Plan Version 6 Flood overlay map.

  • My Neighbour. Neville and Pam Stiletto, (17 Brentwood Terrace Oxenford) does not have a computer. How will he access this survey?

    On 12 November 2018, copies of the survey were sent via Australia Post to the rateable address of property owners within the investigation area.

  • Map 3 'Oxenford development principles plan' contained in the Development Concept Plan for Oxenford show a new laneway/road ploughing straight through the middle of all of the properties on the west side of Brentwood Terrace. The same plan shows similar new roads/laneways slicing through propertieis in Oberon Way, Ruth Terrace and Riversdale Road. Can you tell me if the Council has the right to compulsory purchase these properties in order to add these proposed roads/laneways?

    Please be aware that Map 3 ‘ Oxenford Development Principles Plan’ is not a City of Gold Coast Council (City) endorsed draft planning scheme amendment. 

    New roads/laneways shown on the development principles plan are conceptual and only represent a potential scenario which could be further investigated should there be a decision to prepare a draft planning scheme amendment.
     
    The City has no plans to purchase land for development of these new roads/laneways. Although the City may acquire land for road purposes, this typically occurs for widening of existing roads (it could also occur for new trunk roads such as arterial roads). For new roads to occur in the Oxenford investigation area, land would need to be purchased for development by a developer. A developer cannot compulsorily acquire land from a property owner.

  • If large developers do not become involved, will single land owners be able to subdivde? Will it be necessary to have new sewerage facilities before we can subdivde?

    If an amendment to City Plan is developed to support future urban development, this is likely to require a minimum sized development area which will encourage sites to be amalgamated (i.e. at least two sites).
     
    To support this area to redevelop, sewerage services will be required to protect human and environmental health. This will require a sewerage servicing strategy for the area to be developed. Timing and staging of this infrastructure will be determined by the timing, scale and location of development activity with the investigation areas.  Sewerage infrastructure may be Council or developer delivered as part of the development approval process. 

    There are many benefits from amalgamating development sites including:
    • a higher development yield
    • increased design opportunities which can result in better housing design, improved livability and improved marketability of product
    • better development opportunities for slope or environmental constrained sites (e.g. utilising access from adjacent site, increased opportunity to retain an existing house as part of a larger development proposal)
    • lower development costs (e.g. through economies of scale and shared costs for the provision of infrastructure)
    • lower risk in the development assessment process (e.g. easier to comply with planning outcomes, lower chance of public submissions and appeals).

  • We live in the old Oxenford Estate. We were unable to attend either of the residents meetings. We will try to attend one of the drop in sessions, but this is not certain. Is there a written summary of the proposed / potential changes available. We are very interested in the subject, but struggling to get any reliable information.

    Available on www.gchaveyoursay.com.au/Oxenford are reports which identify concept scenarios for future growth opportunities and the challenges for achieving these.

    The City has not made a decision to prepare an update to the planning scheme (City Plan) for the Investigation Area. In November, there we will be a survey which will assist the City to determine if further planning should proceed.
