Why is the City planning a creative industries precinct on the Miami Depot site?
The City is continuing to talk to residents about how the community would like to manage growth in the Miami area and realise the vision of the Neighbourhood Framework.
We are consulting the community on how we can best transform our underutilised depot in Ozone Parade while celebrating Miami’s village character and supporting the emerging creative industries.
This is a significant opportunity for the Gold Coast to enhance its economic and cultural landscape.
By repurposing the Miami Depot site, the City can create a hub that supports the growth of creative industries, attracts investment, and provides valuable community benefits. The project aligns with Council’s strategic priorities and has the potential to drive economic development, support local employment, and enhance the liveability of the neighbourhood.
Why is the site suited to the screen, tech and creative industries?
The Gold Coast is home to Australia’s second largest screen industry and we have the only Local Government which is a member of the Association of Film Commissioners International. We are home to some of the most renowned film locations and are a highly sought after destination for local, interstate and international screen productions. While we are punching above our weight in terms of film production there is a gap in the marketplace and an immediate need to look to the future demand for pre and post-production. The Miami site being an undeveloped infill site in a transitioning central coastal suburb is well suited to be an emerging creative hub.
The proposed precinct could attract more pre/post-production and visual effects companies, supporting local employment and economic growth. A dedicated creative industries precinct could attract private investment and diversify the local economy while promoting innovation, supporting startups, driving demand for tech solutions, and attracting investment more broadly in high-value industries.
What is the scope of the project?
It is envisioned the Miami site could include a mix of tech, visual effects, gaming and screen businesses, along with public realm and open space, retail and residential uses.
It will act as a catalyst for the rejuvenation of Miami into a vibrant, edgy urban precinct along with community facilities and residential options. Benchmark projects with similar outcomes include Brooklyn’s Navy Yard in New York and Greenwich Design District in London.
At 35,000 sqm this significantly sized site allows a scale to reimagine a neighbourhood and transform a suburb, generating a new era for Miami.
How will a creative industries precinct contribute to the local economy?
With increasing global appeal, the Gold Coast is experiencing an influx in investment with film and screen contributing unprecedented value to the economy of $571.6 million value added to the year ending June 2023 and supporting 4832 jobs. The Gold Coast is a Top 10 digital technology cluster with the tech sector contributing $2.7 billion to the local economy.
Commercial space potential in a redevelopment of the site could support between 500 to 1,000 employees adding between $40 million and $81 million value add (direct) to the local economy per annum.
What is the proposed development mix?
The recommended development mix includes creative industries, innovation, retail and residential uses. The vision and development mix will be developed through this process of community engagement which is running alongside market sounding and transaction planning.
What community facilities will be included?
The precinct will act as a catalyst for the rejuvenation of Miami and provides the opportunity for the City to consider how local community groups and clubs can benefit from the change.
What will happen with the Burleigh Bears and Gold Coast Gymnastics facilities?
A decision to include the Burleigh Bears and Gold Coast Gymnastics facilities in a redevelopment of the site will be addressed in the future precinct design work. The City is working with these much loved community organisations to capitalise on any potential benefits the redevelopment might offer them.
We will explore options for the Gold Coast Gymnastics Club to ensure fit-for-purpose gymnasium facilities continue to be available to service the southern Gold Coast.
The redevelopment will also create an opportunity to consider how we can achieve the best outcome for the dressing sheds and associated infrastructure at the Burleigh Bears Rugby League Club.
What will the interface with Pizzey Park be like?
It is envisioned to provide generous public realm and open space within the precinct and connectivity to Pizzey Park.
What is Baz Luhrmann’s connection to the Miami Depot site?
Baz Luhrmann’s production company Bazmark and the City have entered into a lease agreement for an existing underutilised building and portion of land within the Miami Depot site.
Bazmark is recognised as a valuable partner for the City in the screen industry and as such we value their advice on the Miami Creative Industries Precinct going forward.
How many residential buildings are proposed for the site?
No decision has been made on the number of residential buildings proposed for the site. The vision for the site and development mix will be further developed during community engagement and market sounding.
For the Miami Creative Industries Precinct to be commercially viable, the inclusion of residential buildings is a key consideration.
What is the current zoning?
The site is currently zoned Special Purpose Zone, based on it being an operational council depot.
The existing zoning constrains development options on the site by limiting the types of uses and development (such as building heights greater than 11.5m) that can occur without an impact assessable development approval.
Will the Nobby Beach and Miami North Station Neighbourhood Framework Vision work be included?
The Miami Depot is a strategically located landholding within a fast-growing and transitioning pocket of Miami, located in the Nobby Beach and Miami North Station Neighbourhood Framework – Concept Plan Area (the Neighbourhood Framework).
The Neighbourhood Framework Vision identified that these neighbourhoods would continue to be celebrated for their unique village character and local community offering and are intended to thrive as connected and accessible communities for people to walk safely around as individuals and families.
The vision for the Miami Depot site is in line with the Neighbourhood Framework vision for the area to support the emerging creative industries. However it is recognised that to create a truly vibrant and activated precinct, multi-dwelling residential buildings are proposed.
When will the project be delivered?
The delivery of the precinct will be staged over a number of years. Precise timing of staging has not yet been confirmed and will need to be determined through any relevant market processes.
What are the next steps?
Invest Gold Coast Pty Ltd will progress the preparation of a ‘Miami Depot – Creative Industries Precinct – Implementation Paper and Draft Plan’.
