Local Law 1 Meetings amendment

The Council of the City of Gold Coast (City) invites you to have your say on the proposed Meetings (Amendment) Local Law (No. 1) 2020 and Subordinate Local Law (Repealing) Subordinate Local Law (No. 1) 2020.

The City must either adopt the Queensland Government’s Model meeting procedures that were released in September 2020, or prepare and adopt its own procedures for the conduct of its meetings and the meetings of its committees (refer section 150G Local Government Act 2009).

Council will prepare and adopt its own new Council Meetings Policy in early 2021, which will outline contemporary meeting procedures. However, law reform must first be undertaken that will remove all of the outdated meeting procedures currently outlined in the City’s local laws.

Before Council can introduce its new policy, the following law reform must occur:

  • Remove all the meeting procedures currently outlined in Local Law No. 1 (Meetings) 2008, except for three offence provisions that will be retained, namely:
    • Acts of disorder by non-members – section 23;
    • Bringing placards to a meeting placesection 24; and
    • Making audio and video recording of meetings without written approval – section 26.
  • Repeal Subordinate Local Law No. 1.1 (Meetings) 2008 in full, which will have the effect of removing all the outdated meeting procedures outlined in that law.

Only properly made submissions will be considered. A submission is properly made to the extent that the submission relates only to the proposed amendments.
