March City Building Seminar
City of Change: Sports, Culture and Community on the Gold Coast
Jesse Judd and Mark Raggatt, Directors of ARM Architecture, will showcase two significant city changing projects in our city.
HOTA, Home of the Arts, master plan imagines the transformation of ageing cultural infrastructure and redundant office buildings into the cultural heart of the Gold Coast.
The Parklands project is a new suburb of 1250 dwellings built over four years. As the Commonwealth Games Village it will host over 6500 athletes competing in the 2018 Commonwealth GamesTM. Afterwards, the site will be transformed into a mixed use residential community integrated with the Gold Coast Health and Knowledge Precinct.
Jesse and Mark will chart the evolution of these city changing projects from competition to delivery, discussing the long-term vision for these exciting precincts, reviewing the works already completed and speculating on their future. They will explain the conceptual frameworks that shape and guide these complex projects and provide insight into what to expect over the next couple of years as both projects continue to transform the urban and cultural landscape of the Gold Coast.Jesse Judd provides design and project leadership for major cultural, urban-design, recreational, public, and residential projects. He has practised for more than 20 years, playing major design and delivery roles on some of Australia’s most significant master plan and cultural projects.
Mark Raggatt heads ARM’s Sydney office. His expertise in concept development, stakeholder consultation and design theory are key to his work in design and master planning.

Our online City Plan has undergone a system upgrade and as a result, users are no longer able to access PDF files (as previously) by clicking on the View PDF of this section button.
PDF files are now accessible via a separate main menu page in the City Plan onscreen viewer called PDF version. This page contains a complete collection of City Plan documents and maps in printable PDF format.

Interactive mapping updated to include new draft Flood overlay maps
The City’s online Interactive map viewer has been updated to include flood planning levels and depth of inundation from the new draft Flood overlay maps (draft maps) recently exhibited as part of Major Update 1.
The draft maps were developed utilising the latest topographic, land use, technological, hydrological data as well as the latest State Government and Council policies. The draft maps consider future changes to climate by incorporating the following State Government mandated parameters:
a projected increase in sea level of 0.8m above present day levels by the year 2100
a 10% increase in storm tide intensity.
A 10% increase in rainfall intensity is also included following the advice of the city’s development industry.
The existing Flood overlay maps and draft maps identify properties potentially affected by a designated flood event (1% Annual Exceedance Probability).

Council’s response to City Plan Major Update 1 & 1B submissions
Public notification of City Plan Major Update 1 & 1B closed on 15 November 2017. Council received 78 submissions which resulted in 189 points of submission.
Our response to submissions and subsequent changes to the update packages were endorsed by full Council on 27 February 2018 and sent to the Minister for approval to adopt.
A report outlining Council’s response to each submission is now available to be viewed online.
Please note: This does not include submission made on Major Update to City Plan Policies (Sch 6) which is proposed be presented to Council in April 2018.

Industry survey: City Plan Reconfiguring of a Lot (ROL) Development Code
The City is currently reviewing City Plan’s Reconfiguring a Lot Code so that all outcomes relating to reconfiguring a lot are updated to include contemporary and best practice subdivision outcomes for a range of subdivision types.
Input from the development industry by participating in our survey will help the City understand the challenges and identify opportunities in the assessment of reconfiguring a lot applications to ensure that the future planning and growth of the City achieves world class outcomes.

The City of Gold Coast's Data Portal provides access to all of our published open data. You can view different types of datasets including council administration, planning and building, transport environment, parks and recreation, stormwater, water and sewer, and interactive mapping.
This is a great opportunity to make new discoveries, create applications, establish research programs, start new businesses and assist with improving government service delivery.
View it, map it, style it, chart it, download it or share it. How you use it is up to you.

Short-term accommodation arrangements during Commonwealth Games period
In the majority of cases short-term accommodation such as Airbnb and Stayz, requires a development approval from Council in order to operate lawfully under the City Plan.
Persons who operate or use their residential properties for the purpose of short-term accommodation without a required development permit commit a development offence under the Planning Act, for which Council may take enforcement action.
Any complaints received by Council in the lead up to, during and after the Gold Coast Commonwealth Games will be actioned appropriately.

Temporary Local Planning Instrument No.5 (Minimum Land Above Designated Flood Level and Residential Risk Reduction)
The proposed Temporary Local Planning Instrument No.5 (Minimum Land Above Designated Flood Level and Residential Risk Reduction) 2017 was sent to the Minister for consideration in December 2017.
As the proposed TLPI No.5 is under consideration, it is not currently in effect.
Council has requested an earlier commencement date of 8 December 2017, however, this earlier commencement date is not in effect until there is a decision by the Minister and Council to adopt the proposed TLPI.

From 1 February 2018 she will be Acting Manager City Planning until Amanda Tzannes returns to the role once a new Director is appointed.
