Water and Waste has established a new form which is to be provided as part of all submissions for CCTV packages.

The Water and Sewerage Connection CCTV Submission Form is available at: cityofgoldcoast.com.au/connections

Each CCTV package must be in accordance with the Water and Sewerage Acceptance Testing Guide. Some important items include:

• The RPEQ for the development is to review all of the test results and be satisfied that there are no defects, prior to submitting the information to Water and Waste
• CCTV footage must be clear and sharp. Footage that is of poor resolution, out of focus and/or has poor lighting will be rejected and require the inspection to be performed again
• The camera shall travel at a speed no greater than that which will permit the observer to anticipate arrival at all defects and features

If the CCTV relates to an Operational Works (OPW) application, the following forms must also be signed-off by a Registered Professional Engineer of Queensland (RPEQ) and included with the submission:

• Assessment Test Result Review Check Sheet
• CCTV Review Check Sheet

In late June, we are changing the way we manage debtor accounts, moving to a model of issuing an invoice per application and a monthly summary statement.

This change affects debtor invoices and summary statements for searches and development applications. Customers may receive multiple invoices over a month and will receive their summary statements at the end of each month.

Closer to the time, we will provide customers with a quick reference guide to help with the transition.

The Economy, Planning and Environment Directorate is holding an industry briefing on 6 June 2018. This event provides the opportunity to hear from Director of Economy, Planning and Environment, Alisha Swain as well as property analyst Michael Matusik.

The industry briefing will cover:

• An update on the newly formed EPE Directorate including the Office of Innovation and Economy;
• Changes coming into effect with version 5 of the City Plan, including updates to the Local Government Infrastructure Plan; and
• A new Development Application system going live in June.

Tactics for transforming global cities

By 2050 over 70 per cent of the world's population will live in cities.

Consuming over 80 per cent of the world's energy and emitting over 75 per cent of the world's green house gas emissions, the way we design, plan, govern and construct our cities will play a crucial role in the future viability of the planet. As Mary Robinson, Former President of Ireland, famously said: “We are the first generation to realise the serious impacts of Climate Change and the last generation who are able to do something about it”.

If you are looking for your “Ikigai” (a Japanese expression meaning a reason to get up in the morning), then the role of built environment practitioners such as planners, architects, urban designers and engineers leading the charge to find innovative solutions to known current and future city challenges, as well as challenges and opportunities as yet unforeseen, could not be more vital.

And why? Because the future of our planet will depend on it.

Ludo is an internationally recognised city planner, urban designer and key note speaker with over 24 years public and private sector experience. He advises mayors, cities, local authorities and governments around the world on how to improve their cities, streets and public open spaces.

Described as the “lightning rod for the transformation of Downtown Auckland” (Property Council NZ, People Awards 2016), voted one of Metro Magazine’s Top 50 Most influential Aucklanders and nominated as one of NZ most Creative people by Idealog Magazine (2017) Ludo is currently Design Champion and GM of Auckland Council’s Auckland Design Office.

Formerly Founding CEO of Urban Design London, Ludo was appointed as Auckland’s first ever Design Champion in 2006 following the recommendations of the 2005 Mayoral Task Force on Urban Design. In his current role he is charged with overall responsibility for spearheading Auckland’s design led renaissance.

Water and Waste has revised its Water and Sewerage Connections Policy Procedure which includes: revised approval workflow processes; inclusion of new Guidelines for Working near Water and Sewer Infrastructure; and revised Metering Technical Specifications.

The most significant change in the policy is the installation of large water meters. From 1 June 2018 large meter installations (50mm and above) are now to be located above ground and on-lot.

Water and Waste extends an invitation to two representatives from organisations affected by these changes to attend an industry based forum to learn more about our Water and Waste Connection Policy and Procedure. It is an opportunity for you and your business to engage with a City representative to discuss important Policy changes and how they affect your rights and responsibilities as a commercial customer.

Organisations are invited to review the large water meter drawings and provide feedback prior to this briefing in order to maximise the effectiveness of this session.

Changes from the revised Water and Sewerage Connections Policy

From the 1 June 2018 large meter installations (50mm and above) are now to be located above ground and on‑lot. New developments must provide the new above ground on‑lot format from this date.

The changes are applicable for new large meter installations only. Existing large meters will be assessed for suitability for change to the new format on a case-by-case basis if a meter reconfiguration is required.

Drivers for above-ground on-lot meter installations

The City of Gold Coast’s (City) large water meters have historically been located below ground in covered pits outside the property boundary, typically in the footpath.

Changing the large meter installation to an on-lot and above ground format allows:

• Location of the meter away from other services (e.g. electricity, gas).

• Easier access for customers to read their water meter and for future smart metering equipment installation.

• Easier access to the meters to reduce customer water outage times during meter replacements.

• Reduction of workplace health and safety risk issues associated with accessing meters in pits.

• Extension of the life of the water meter and associated assets.

• Consistency of metering configurations with other South East Queensland water service providers.

Industry briefings are currently being scheduled, however we encourage you to review the large water meter drawings and provide feedback prior to the briefings in order to maximise the effectiveness of these sessions.

City of Change: Sports, Culture and Community on the Gold Coast

Jesse Judd and Mark Raggatt, Directors of ARM Architecture, will showcase two significant city changing projects in our city.

HOTA, Home of the Arts, master plan imagines the transformation of ageing cultural infrastructure and redundant office buildings into the cultural heart of the Gold Coast.

The Parklands project is a new suburb of 1250 dwellings built over four years. As the Commonwealth Games Village it will host over 6500 athletes competing in the 2018 Commonwealth GamesTM. Afterwards, the site will be transformed into a mixed use residential community integrated with the Gold Coast Health and Knowledge Precinct.

Jesse and Mark will chart the evolution of these city changing projects from competition to delivery, discussing the long-term vision for these exciting precincts, reviewing the works already completed and speculating on their future. They will explain the conceptual frameworks that shape and guide these complex projects and provide insight into what to expect over the next couple of years as both projects continue to transform the urban and cultural landscape of the Gold Coast.

Jesse Judd provides design and project leadership for major cultural, urban-design, recreational, public, and residential projects. He has practised for more than 20 years, playing major design and delivery roles on some of Australia’s most significant master plan and cultural projects.

Mark Raggatt heads ARM’s Sydney office. His expertise in concept development, stakeholder consultation and design theory are key to his work in design and master planning.

PDF files are now accessible via a separate main menu page in the City Plan onscreen viewer called PDF version. This page contains a complete collection of City Plan documents and maps in printable PDF format.

The City’s online Interactive map viewer has been updated to include flood planning levels and depth of inundation from the new draft Flood overlay maps (draft maps) recently exhibited as part of Major Update 1.

The draft maps were developed utilising the latest topographic, land use, technological, hydrological data as well as the latest State Government and Council policies. The draft maps consider future changes to climate by incorporating the following State Government mandated parameters:

• a projected increase in sea level of 0.8m above present day levels by the year 2100

• a 10% increase in storm tide intensity.

A 10% increase in rainfall intensity is also included following the advice of the city’s development industry.

The existing Flood overlay maps and draft maps identify properties potentially affected by a designated flood event (1% Annual Exceedance Probability).

City Plan maps

Public notification of City Plan Major Update 1 & 1B closed on 15 November 2017. Council received 78 submissions which resulted in 189 points of submission.

Our response to submissions and subsequent changes to the update packages were endorsed by full Council on 27 February 2018 and sent to the Minister for approval to adopt.

A report outlining Council’s response to each submission is now available to be viewed online.

Please note: This does not include submission made on Major Update to City Plan Policies (Sch 6) which is proposed be presented to Council in April 2018.
