What is an LGID?
A Local Government Infrastructure Designation (LGID) is a statutory planning pathway that allows local governments to designate land for important community infrastructure projects such as sporting facilities, public utilities, transport infrastructure, and community assets.
An LGID is a decision by a local government under Section 37 of the Planning Act 2016 to streamline approvals for infrastructure at a local level and to allow for the delivery of critical community infrastructure and services. Find out more about the LGID process here.
Who decides whether the LGID is approved?
The City of Gold Coast is responsible for deciding whether to approve the proposed LGID. Before the City makes a final decision, the proposal must also go through a State interest review to ensure relevant State interests are considered and adequately assessed.
As part of this process, an Environmental Assessment Report (EAR) has been prepared to assess potential environmental impacts associated with the proposal and identify mitigation measures. The EAR forms part of the information considered during the LGID assessment and State interest review.
The State interest assessment includes review by all relevant and impacted State departments and agencies. There are no statutory timeframes for this review and the State departments and agencies may request further information and detail on the proposal to assist with their assessment. On endorsement, the State may include conditions to be incorporated into the final LGID documentation, requiring the City to ensure State interests are protected and managed appropriately.

Why is the City submitting an LGID for Greenheart?
The LGID is a planning pathway to support the future staged delivery of infrastructure proposed in the Greenheart Master Plan. It enables the City to plan for major public infrastructure in an integrated way, while considering environmental impacts, technical requirements and community feedback. It also helps support long term delivery of sporting, recreational and environmental outcomes for the growing Gold Coast community.

What is the timeline for the Greenheart Local Government Infrastructure Designation?
Report
June 2026 - A report was brought before Council for approval to commence consultation and State interests assessment. The report will be submitted to the Department of State Development, Infrastructure and Planning, who will coordinate an assessment of State interests by the relevant agencies and departments.

16 June to 14 July 2026 – Public notification period
Amendment and consolidation
July 2026 to mid-2027 – Contributions from public notification and State interest assessment comments will be addressed and consolidated into a revised and final report.
Final report
Mid-2027 – The final report and conditions, once endorsed by the State Planning Minister, will be presented to Council for approval to formally make the Local Government Infrastructure Designation.
