Why do we need a Land Management Plan for Broadbeach Foreshore?

    The Broadbeach Foreshore comprises over 13 hectares of reserve land including Miles Buisson Park, Kurrawa Park, Kurrawa Foreshore and Pratten Park.

    The land is owned by the Queensland Government and the City is appointed trustee to manage the land. Land management plans are prepared by trustees to manage interest and activities on trust land.

    While the reserve’s popularity continues to grow, it is important the City has an integrated approach to its use and management to ensure its sustainable use into the future. 

    What is the scope of the plan?

    The Broadbeach Foreshore Land Management Plan will guide Council decisions relating to the future use and management of the reserve.  

    All existing land use activities are proposed to continue, with some changes to where / how these activities can occur within the reserve. Proposed new land use activities are outlined, which aim to provide exciting opportunities for residents and visitors to experience the reserve while boosting the economy.

    The plan also outlines Council’s proposed infrastructure improvements in response to previous consultation and community feedback.

    What new land use activities are proposed and where?

    The plan divides the reserve into 5 precincts. There are no new land use activities proposed in 4 of the 5 precincts – Precinct 1 Miles Buisson Park, Precinct 2 Kurrawa Park, Precinct 4 Kurrawa Surf Club and Precinct 5 Pratten Park Precinct. 

    The following new land uses activities are proposed in Precinct 3 Kurrawa Foreshore:

    • extended community and commercial events and activations (more than 14 days in a calendar year). Such events and activities do not involve permanent infrastructure and require planning approval. This could include a summer open air cinema, beach tennis fixture, beach club with licensed bar and kitchen, and family friendly entertainment.  

    While not a new land use activity, there is also the proposal to provide new lighting for the existing beach volleyball courts to enable night play. This is in response to requests from the established local beach volleyball community.

      

    Will there be another beach club at Kurrawa Foreshore?

    The Draft Broadbeach Foreshore Land Management Plan proposes to allow extended community and commercial events and activations (more than 14 days in a calendar year) in Precinct 3 Kurrawa Foreshore.  

    Any proposal for a beach club more than 14 days in a calendar year is still subject to approvals, including planning approval under City Plan. The community will be able to have their say on any development application as part of the public notification period. 

    What is happening with the beach volleyball area?

    The Draft Broadbeach Foreshore Land Management Plan seeks to continue all existing land use activities, including the beach volleyball and other organised sports in Precinct 3 Kurrawa Foreshore. 

    In response to requests from the established local beach volleyball community, new lighting is proposed to enable night play.

    What is happening with the dog off-leash area?

    With the City’s approval, the dog off-leash area can currently be used for temporary community and commercial events, community celebrations such as weddings, and the weekend markets (when not in Kurrawa Park).  

    We’ve listened to community feedback regarding the value and popularity of the dog off-leash area and the impact these activities have on local residents.   

    In response, the draft plan proposes these activities are restricted to north of Pratten Park playground and carpark.  

    Please note the dog off-leash area will continue to be made available (if required) as a temporary overflow area for major annual events, such as Blues on Broadbeach. 

    What are the proposed improvements?

    The City is proposing to enhance the Kurrawa Foreshore by creating new usable public space, including grassed open space and groomed beach.

    Subject to detailed design, technical investigations and approvals, the project aims to: 

    • improve enjoyment of, and access to, the beach and foreshore of all ages and abilities
    • provide more space for general recreation, beach sports, events and activations
    • enhance dunal vegetation.

    Existing dunal vegetation removal and reprofiling of the area would be required, with new and offset planting and landscaping to be undertaken, including large shade trees. Existing mature trees will be retained where possible.

    The new beachfront space will transform the Kurrawa Foreshore into a destination of immense community value, providing opportunities for residents and visitors to experience the iconic beachfront in new ways.

    A number of other improvements throughout the reserve are currently being investigated, such as improved lighting for amenity and public safety, and new lighting to enable night play on the existing beach volleyball courts.

Importantly we want to ensure the reserve continues to provide opportunities for active and passive recreation, while maintaining its position as a premier event destination for residents and visitors alike.
