Developing the new Planning Scheme

Under Queensland legislation, each local government must review its planning scheme every 10 years and decide whether to amend or replace it to ensure it remains current and effective.

In December 2023, Council resolved to prepare a new Planning Scheme and a supporting Local Growth Management Strategy to guide how the city will plan for and manage growth over the next 20 years.

The Strategy is in its final stages of development and will inform the new Planning Scheme. It provides a long-term, evidence-based framework for planning housing, jobs, transport, infrastructure, and environmental resilience to address future growth challenges and opportunities.

Throughout the development of the Local Growth Management Strategy, we invited the community to have their say. Our initial consultation gauged urban change readiness and identified community priorities, resulting in nine community priorities for growth. These priorities were advanced through eight Directions for Growth, which nearly 1,000 Gold Coasters recently provided feedback on.

The Directions for Growth provide a clear vision for how and where our city will grow, forming the foundation for both the Local Growth Management Strategy and the new Planning Scheme.

As we finalise the Local Growth Management Strategy, our growth conversations continue through innovative AI technology, ensuring our community remain at the heart of planning the city’s future.

Development of the new Planning Scheme continues to progress, supported by Community, Industry, and State Government reference groups that provide ongoing advice and insights throughout its preparation.
